What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. The Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to find and purchase upgrades.

Certain boosts can only be used in specific builds (such the Whistan's Shield, which is for FB Sorcs), while others are beneficial to collectors.
Certain items come with inherent boo that is less beneficial when upgraded, such as the Goldwrap that gives you additional slots for potion. They are often upgraded to add value to a nearly perfect item.
Costs
Upgrades have some associated costs. The first is the cost to perform the upgrade. The cost is based on the new ilvl of the item and the amount of perks it receives and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the price of the items required to upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons or a specific Mists of Pandaria or Warlords Of Draenor Quests. These materials are available in the inventory of an upgrade vendor.
The process of upgrading an item is a complex process that requires time. It can take 8 hours, depending on the magnitude of an upgrade. The upgraded item's base stats are calculated by using the new ilvl of the item, perks, and other properties. This calculation determines new Armor Class bonuses, damage dice, and other vital statistics. In some cases an upgrade may grant additional benefits. upgrade item are available in a list.
In rare instances, the upgrade will replace only the highest-costing benefits. The upgrader may also make other modifications to the item, for example, changing its weapon damage type or removing an operative or unwieldy feature. The cost for these modifications is based on the item's new ilvl, and may require a special material, such as an adamantine alloy.
Success Rate
The upgrading of an item is dependent on the chance. Like any random system there is a chance that it won't work. There are a number of ways to increase the chances of success. This includes the use of an item known as an Upgrade Pity, or the addition of additional components to the upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the chances of an upgrade succeeding by a certain percentage. This is similar to the luck bonus that some items come with but is more stable. It can be added to any weapon or armor, and can be used up to three times.
It is also possible to add a range of additional items to the upgrade, increasing its chances of success. They are displayed in a separate window, above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is shown just above the + button in the UI.
A Blacksmith Blessing or an upgraded version thereof can be used to increase the chances of an upgrade being successful.
